The Automatic Ratchet

  1. THE PRINCIPLE OF AUTOMATED INTEGRITY

The Automatic Ratchet removes political bias from international relations by using a data-driven framework. The founding requires political will; the operation requires none. Membership status in the Automatic Democratic Bloc (ADB-23) is determined by objective, real-time data metrics from independent watchdogs.  There are no “back-room deals” or political vetoes; if a nation’s data fails, their Shield status is downgraded instantly by the system.

  1. THE FIVE CORE METRICS

To ensure the system cannot be gamed, the Ratchet monitors five distinct data streams. A “Full Partner” must maintain high scores across all five.

  1. DEFINITIONS & TRIGGER PROTOCOLS
    1. Functional Parliament (The “Continuity” Trigger)

A Parliament is defined as “functional” when it meets for scheduled sessions and maintains the power of the purse.

  • Trigger: If a national legislature is suspended (prorogued) for more than 30 days without an ADB-23 recognized emergency, a Warning is issued.
  • Trigger: Failure to pass a national budget within 180 days of the fiscal deadline results in Immediate Demotion to Trade Partner status.
  1. Constitutional Break (The “Emergency” Trigger)

This is the most severe trigger. An Instant Demotion to “Rest of World” status occurs if any of the following are detected:

  • Judicial Defiance: The Executive branch officially ignores or overrules a High Court decision.
  • Electoral Interference: National elections are postponed, cancelled, or the results are not certified by an independent body.
  • Military Overreach: Deployment of national military forces for domestic policing/political suppression without a 75% Parliamentary vote.
  1. THE DATA “ORACLE” SYSTEM

To ensure the system cannot be gamed or politicized, the Shield utilizes a Triangulated Oracle Network sourcing data from three independent, non-governmental global organizations:

  • EIU (Democracy Index): The global standard for measuring political culture and civil liberties.
  • WJP (Rule of Law Index): The most comprehensive measure of judicial independence and corruption.
  • RSF (Press Freedom Index): The definitive record of information integrity and journalist safety.
  • Substitution Clause: If a source is compromised or ceases operation, the Technical Board must approve a substitute (e.g., V-Dem Institute or Freedom House) by a 75% consensus.
  • Outlier Detection: If one source deviates wildly from the others without a documented cause, the system triggers a Data Audit by a board of retired Chief Justices from “Full Partner” nations to ensure the source has not been hacked or coerced.
  1. THE DOWNGRADE LADDER
  • Warning (Yellow): 90 days to rectify data trends or face demotion.
  • Trade Partner (Orange): Loss of “Economic Article 5” protection and loss of Shield-Standard Wage subsidies.
  • Aspirational/Rest of World (Red): Full removal from the Shield; standard global tariffs apply; all “Friend-Shoring” contracts must be wound down within 180 days.
  1. THE TECHNICAL BOARD & “GREY-ZONE” PROTOCOL

To prevent “systemic misclassification”, the Shield is overseen by a Technical Board composed of retired Chief Justices (one appointed by the judiciary of each current Full Member).  This board is responsible for operational decisions.  A Full Partner assembly is required for structural changes.

  • The 72-Hour Audit: Triggered by a “Constitutional Break.”
  • The 30-Day Extension (The “Grey-Zone”): If coercion or democratic health is ambiguous, the Board may delay demotion for 30 days (renewable 3x) to conduct a deep-dive investigation. This prevents “flash-demotions” based on data glitches.
  • Appeals: A demoted nation has a right to a single hearing before the Board to prove data error, but the burden of proof lies with the nation.
  1. STRATEGIC CLARIFICATIONS
  • The “Founding Grace Period”: To ensure the Core Nine can launch the Shield, a 36-month alignment window is granted. During this time, “Yellow” warnings do not trigger “Orange” demotions, provided the nation has a published “Remediation Plan”.  This grace period does not extend to Constitutional Breaks, which still have an instant demotion.
  • The U.S. Roadmap: Promotion to “Full Partner” requires the U.S. to achieve a stable >8.01 EIU score, resolve Rule of Law volatility and repeal/amend certain legislation such as the U.S. CLOUD Act to ensure Shield data sovereignty.
